AMBITION

PSUPLA’s strategic ambition covers the next 3–5 years and is built around five measurable pillars designed for cluster survival and sustainable competitiveness.

  1. Stabilize cluster operations — Immediate policy wins to reduce destabilising cost shocks:
    • Secure emergency energy-rate relief packages, short-term tariff moratoria for small loom units, and targeted subsidies for the most vulnerable clusters. (Context: recent sharp tariff increases triggered tens of thousands of closures in Faisalabad. PSUPLA’s priority is policy dialogue to prevent further closures.)
  2. Modernization and energy efficiency — Practical, affordable upgrade pathways:
    • Facilitate soft-loan schemes and vendor financing for the adoption of energy-efficient shuttle-less and auto looms where economically viable (reports show pockets of modernization but many units still run obsolete shuttle looms).
  3. Market linkage and value capture — Move small units beyond being simple converters:
    • Build collective buyer aggregation, quality-control platforms, and direct linkages to exporters and international buyers so small units can sell finished grey cloth or meet export specifications.

  4. Worker protection & social inclusion — Embed social safety nets:
    • Work with provincial social security and EOBI offices to register power-loom workers, pilot health camps, and improve workplace safety through mandatory baseline checks.
  5. Cluster infrastructure & testing access — Decent utilities and accessible quality labs:
    • Advocate for cluster electrification projects, dedicated power feeders and the establishment of cluster-level testing points (members currently rely on PTTF, TTI Labs and private testing houses).

Each ambition pillar contains deliverables, success metrics, and a timeline. For example, under Modernization the target is: “within 3 years enable at least 20% of member units to implement energy-savings upgrades or to install at least one modern auto-loom per unit (subject to commercial feasibility).”
