Haji Sher Khan
Chairman, Pakistan Small Units Power Loom Association (PSUPLA)
Over the last decade Pakistan’s power-loom clusters have faced an increasingly difficult business environment: rising electricity tariffs, currency shocks, and input-price volatility. These pressures have not only reduced margins but have caused permanent loss of capacity in the worst-affected clusters. We formed PSUPLA because owners of small and medium units required a focused, practical forum — one that pushes for immediate relief while delivering long-term solutions: modernization support, finance access, testing, and worker welfare. Our priority is to keep looms operational and keep households employed.
We will continue to negotiate with government, pursue partnerships with testing and financing partners, and mobilize technical assistance that achieves real changes on the factory floor.
In the past 24 months alone, cluster closures reported in the region confirm the urgency of our mission — over 50,000 looms closed in Faisalabad between 2022–2024, with broad repercussions for workers and suppliers. PSUPLA will push for emergency tariff relief, targeted modernization subsidies and credible worker welfare programs. We will also expand our technical services and partner with accredited laboratories to give small units affordable access to the testing and compliance they need to reach export buyers.
